About this service

What is BIS Certification Support?

The Bureau of Indian Standards operates the product certification schemes that determine whether many goods may legally be sold in India. Coverage has expanded substantially through successive Quality Control Orders, and for a growing list of products BIS certification is mandatory rather than optional.

Three routes matter in practice. The ISI Mark Scheme applies to products under a Quality Control Order and requires factory inspection, sample testing in a BIS-recognised laboratory and an ongoing in-house testing regime. The Compulsory Registration Scheme covers electronics and IT goods and works on self-declaration backed by testing in a BIS-recognised lab, with no factory inspection. The Foreign Manufacturers Certification Scheme allows overseas manufacturers to obtain a licence for the Indian market, and requires an Indian Authorised Representative.

GMSCPL guides manufacturers through scheme determination, application preparation, factory readiness for BIS inspection, in-house laboratory setup, test coordination and the ongoing marking, record-keeping and renewal obligations that follow the licence.

Who needs this?

  • Manufacturers of products covered by a Quality Control Order requiring the ISI mark
  • Electronics and IT goods manufacturers under the Compulsory Registration Scheme
  • Foreign manufacturers seeking a BIS licence under FMCS for the Indian market
  • Importers responsible for the BIS compliance of goods they place on the market
  • Steel, cement, electrical appliance, footwear, toy and chemical manufacturers under expanded QCO coverage
  • Organisations facing customs detention for want of valid BIS registration

Why organisations certify

Key benefits of BIS Certification Support

What certification actually returns, stated specifically rather than generically.

Credibility

A valid BIS licence is the recognised mark of conformity to the Indian Standard — for many products it is what makes the sale lawful.

Market Access

BIS registration is a precondition for customs clearance, e-commerce listing and government procurement for covered products.

Risk Reduction

Correct scheme selection and factory readiness prevent the rejected applications and detained consignments that follow a misfiled route.

Operational Efficiency

A properly specified in-house testing laboratory converts a compliance obligation into usable process control data.

Customer Trust

Retailers and marketplaces verify BIS registration before listing; holding a valid licence removes a recurring commercial obstacle.

Regulatory Compliance

Ensures conformity with the BIS Act 2016, applicable Quality Control Orders and scheme-specific marking obligations.

How it works

Our process for BIS Certification Support

Every stage has a defined purpose, a realistic duration and a stated output.

  1. 01

    Scheme & Standard Determination

    3–5 days

We confirm which BIS scheme applies to your product, which Indian Standard governs it, and whether a Quality Control Order makes it mandatory.

  2. 02

    Application & Documentation

    1–2 weeks

Application forms, factory details, process flow, machinery list and test facility documentation are prepared and filed.

  3. 03

    Factory Readiness & Testing

    4–10 weeks

The manufacturing site and in-house laboratory are prepared for BIS inspection; samples are tested in a BIS-recognised laboratory.

  4. 04

    Licence Grant & Marking

    2–6 weeks

On grant, we set up the marking, in-house test record and renewal regime the licence obliges you to maintain.

Preparation

Documents required

What we will ask to see. Having these ready before Stage 1 is the single biggest factor in a certification that runs to schedule.

  • Business registration, GST and factory licence
  • Manufacturing process flow chart and machinery list
  • In-house testing facility details and equipment calibration records
  • Raw material specifications and supplier test certificates
  • Test reports from a BIS-recognised laboratory
  • Trademark registration or brand ownership evidence
  • Layout plan of the manufacturing premises
  • Indian Authorised Representative appointment (FMCS applicants only)

Not sure whether your scope is right?

Scope is the single thing most often got wrong, and it appears verbatim on your certificate. We will review yours before you apply, at no charge — it costs us less than fixing it at recertification.

Common questions

BIS Certification Support — frequently asked questions

Direct answers, including where the honest answer is inconvenient for us.

The ISI Mark Scheme applies to products under a Quality Control Order and involves a full factory inspection plus ongoing in-house testing. The Compulsory Registration Scheme covers electronics and IT goods and is based on self-declaration supported by testing at a BIS-recognised laboratory, without a factory inspection. Which applies is determined by the product, not by preference.

CRS registration typically takes six to ten weeks, dominated by laboratory testing turnaround. ISI mark licensing usually takes three to six months because it includes factory inspection and in-house laboratory establishment. FMCS applications generally take longer.

For ISI mark licences, yes — the scheme requires the manufacturer to conduct specified routine and acceptance tests in-house, with calibrated equipment and competent personnel. The required scope is defined by the applicable Indian Standard.
