Governance

Why the technical committee includes people we do not employ

ISO/IEC 17021-1 requires a mechanism for safeguarding impartiality that involves a balance of interests, and requires that no single interest predominates.

  • It reviews impartiality risk. The register of identified threats, their evaluation and the controls applied are examined by people with no financial stake in the outcome.
  • It has real authority. If the committee considers that management has failed to act on an impartiality risk, it can act independently — including by informing the accreditation body.
  • It hears certification appeals. Appeals against a certification decision are referred to it, so the appeal is not judged by the function that made the decision.
  • It represents users of certification. Not only certified clients, but the parties who rely on the certificates — customers, regulators, purchasers.
